Nova Scotia/Nunavut Command of The Royal Canadian Legion www.ns.legion.ca 137 LEIGHTON, Whylie O. WWII Whylie was born in Windsor in 1921. He enlisted in the Army and served in Canada during World War II. He was awarded the Canadian Volunteer Service Medal and the 1939-1945 War Medal. He was a member of the Hants County Branch 009 for 52 years. Whylie passed away in 2007. Submitted by Hants County Branch #009, The Royal Canadian Legion LESTER, Michael Russell “Mike” Special Duty Area, Peacetime & RCMP Born in Halifax on February 15, 1944, he was the son of the late Russell and Greta Lester. He joined the Royal Canadian Mounted Police in 1964, serving in Newfoundland and Nova Scotia. He retired in 1988 to become the Executive Director of the Emergency Measures Organization (N.S.). During the next seventeen years, he acted as the province’s Chief of Emergency Operations and led Nova Scotia’s response to such major emergencies as the crash of Swissair 111, Hurricane “Juan”, “White Juan” and the “9-1-1” terrorism attacks. Mike was responsible for the design and delivery of the first province-wide 9-1-1system in Canada and twice was the Chair of The National Ground and Search Rescue Council of Canada. He was the N.S. negotiator during the province’s mutual air arrangements and The International Emergency Management Compact among the eastern provinces and the New England States. He was a Life Member of Pugwash Legion Branch 60 and served as President. He was presented with the Queen’s Jubilee Medal and the RCMP long service medal as well as the N.S. Police Service Medal.
